Alleyway Rehabilitation Project 

The City of Fort Smith's Alleyway Rehabilitation Project is a transformative initiative to convert underutilized alleys into safe, accessible multi-use corridors.  This project is fully funded by a federal grant as part of a larger $14.5 million grant from the Climate Pollution Reduction Grant (CPRG) program aimed at enhancing environmental stewardship and community resilience in Fort Smith.

Key Features of the Alleyway Rehabilitation Project:

  1. Conversion of Alleyways:
    • Scope: The project will transform 11,510 linear feet of existing alleyways into multi-use paths.
    • Purpose: This conversion aims to improve community connectivity, combat urban blight, and provide safe, sustainable transportation options for residents.

  2. Encouraging Sustainable Transportation:
    • Walking and Cycling: By creating multi-use paths, the project encourages walking and cycling, reducing reliance on motor vehicles and thereby lowering greenhouse gas emissions.
    • Connectivity: The enhanced alleyways will connect critical amenities within the community, making it easier and safer for residents to access schools, parks, and commercial areas.

  3. Environmental and Social Benefits:
    • Emission Reduction: Encouraging non-motorized transportation modes will contribute to the reduction of greenhouse gas emissions.
    • Community Health: Improved walkability and bikeability promote physical activity and overall community health.
    • Aesthetics and Safety: The rehabilitation will also focus on improving the visual appeal and safety of these urban spaces, potentially incorporating elements like better lighting and landscaping.

  4. Support for All Residents:
    • The project is designed to benefit all residents, with a particular focus on providing safe and accessible transportation options, thereby enhancing equitable access to city amenities.

Construction Details 

Alleyway rehabilitation has been divided into four projects:

  1. N C ST - Tilles Ave (2,848 LF)
  2. N 16th St - Belle Ave (1,903 LF)
  3. N E St - N O St (3,240 LF)
  4. Garrison Ave - N N St (4,897 LF)

Improvements will include:

  • A 12-foot-wide concrete walkway
  • One-foot green space bands with native vegetation
  • New LED lighting installed by OG&E
